Dear Ms. Hall

I recently watched a video online (posted in July 2014) where you were featured as a speaker at a

public event. A person named Jesse Larabee, from the group called 'Justice and Solidarity for Ontario

Crown Wards' asked you the following two questions:

1) Are you aware of the class action law suit involving the Crown Wards of Ontario?

And

2) Are you aware of the Ontario Ombudsman's inability to investigate the MUSH sector, primarily

Children's Aid Societies?

In response to the first question, you said “I'm not sure if I'm aware of that.”

Your response is peculiar and perplexing. I find it difficult to believe that you were confused in this

regard. Given the nature of the lawsuit and the fact that you are the Chief Commissioner on Human

Rights in Ontario I believe that you should have been completely informed on the matter, otherwise

guilty of incompetence and professional neglect.

In response to the second question you stated that you knew the Ontario Government was making

changes to the Ombudsman's authority and mandate. You said that one of these changes, among a

couple, is that the responsibility for the Children's Aid Society's is 'going to' the Children's Advocate.

You further stated that you were aware that the government is making changes in terms of the oversight

of the Ombudsman, though all of the M.U.S.H. sector may not instantly be part of the mandate. You

further stated that you had been doing some recent reading regarding other mechanisms that would

create greater transparency and accountability in terms of the M.U.S.H sector.

Could you please provide further clarification on the following:

1) What changes are being made to the Ombudsman's authority and/or mandate?

2) What did you mean when you said that “responsibility for the Children's Aid is going to the

Children's Advocate?

3) What power does the Provincial Office of the Children's Advocate have to effectively

investigate child protection agencies?

4) Why do you feel that some areas of the M.U.S.H sector may not be instantly part of the new

Ombudsman mandate?

5) Could you please indicate the sources that you referred to when you stated that you had been

reading about mechanisms that would create greater transparency and accountability in terms of

the M.U.S.H sector?

6) Could you direct me to any new or further information sources that you have become aware of

since last month regarding the new mechanisms that, as you indicate, would create greater

transparency and accountability in the M.U.S.H sector?

7) Could you please indicate what areas of the government are directly working on the changes

that you speak of in regards to the new mandate for the Ombudsman and the further oversight

of the M.U.S.H sector. It would be most helpful to know what Ministries, Agencies,

Committees, Organizations, (etc.) are involved in making these key changes.

8) Are you aware of a public input process regarding the changes that you speak of regarding

M.U.S.H sector oversight, and if so could you please provide me with such information.

9) Are you properly informed at this time regarding the class action lawsuit involving Ontario's

Crown Wards?

10) Given that many Ontario Crown Wards are alleged victims of severe human rights violations

while in the care of the government, are you prepared to intervene on their behalf? Will you

direct your staff to offer support to the victims? Will you actively seek penalty for the

offenders? Will you go above and beyond the normal call of duty for these victims,

considering the context of the alleged offences? Please summarize your position regarding the

alleged en mass violation of human rights, primarily against children, on the watch their very

own government.

Ms. Hall, I can tell you from first hand experience that there is a crisis in Ontario, and all over the globe

for that matter, where children are being apprehended by child protection agencies, trafficked through a

very broken system, and further placed in questionable homes where many suffer abuse of one sort or

another. This crisis has been ongoing for at least 2 decades to the best of my knowledge. This is a mild

and general overview of what I know to be true, however, I simply wish to make you undeniably aware

that scores of children suffer violations of their human rights as a rule and NOT as an exception when

they enter the child protection system. My opinion is formed on related education, direct experience,

intense research, and first hand accounts by children in 'care.'

P.S. I heard you state on video that you were willing to further speak with Jesse Larabee regarding the

matters that she put forth. Jesse and her mother waited until the event was over and packed up before

leaving. You never did approach her. Jesse Larabee still wants very much to communicate with you on

the matters that she presented to you. If and when Jesse Larabee, her associates or fellow victims reach

out to you for assistance, I encourage you to seriously entertain the notion of using your position for the

greater good as opposed to enabling the ongoing corruption by shutting these people out.
